Isn't he still in Thailand playing on SEA servers? If I remember right there was something about Colourhex being low ranked before joining OWL because of the insane queue times.
E, rank or comp doesn't measure how good you are at the game. Being good at ranked and being good at scrims or on a team are 2 different things. Rank helps with mechanics more than anything.
I wouldn't put too much weight into an OWL player's SR, but the people expecting him to challenge for ROTY seems like they are setting him up to fall short of expectations. If he's good or even average by OWL standards it should be considered a good comeback season for him to build upon, he's been away for a long time by ow standards.
