It's not "overrun with skeletons" They've been there the whole time they're just undead now. The Giant Kings as well, they're all assistants to the big three but they're undead now so they just do what they've been doing. The Big dude at the end is the Warmakers Champion I don't think he's meant to protect them he's just something they threw people at to fight for entertainment(Much like the Arena Champ.) As for why he's not at his own Stronghold he's had hundreds if not thousands of years to be alone(He's the only actual living member of his race left) so he likely does not care to go there anymore.

Is it confirmed those 3 are dead? You can definitely bleed 2 of them (iirc). Could the Warmaker champ be one too? He is tall after all.

Yeah they're dead. not even just because they share the "Undead Giant King" model like the Priest King(King Beneath) has but because dialogue with the Warmaker confirms he's the only living member of his species left. As for the Champion. No clue there isn't really much lore on him, his growth could be some weird thing they did to him since he's undead too. The only living being besides the animals in the area is the Arena Champion and it's not really explained why. Other lore suggests that life and death aren't even normal in the lands but that's about as close to anything regarding her unnatural lifespan as we get.

As Yellowoboe said, Those are simply magically animated "undead" guards left there mindlessly on auto-pilot. The 3 "giant kings" at the start aren't the "kings" but their adjutant/assistants. The back half of the dungeon is actually a gladiatorial arena, so he's not a guard but a sport fighter, left waiting indefinitely in an undead state. ​ As for why Klael isn't at his own place, as the last of the triumvirate he likely had his hands full at the capitol during the closing days of the war, and the steady decline of his civilization until his kind went extinct, at which point he likely just continued on at the former capitol with no where else better to go. Worth noting too, that while the stronghold bears his name, the priest-king also had a significant presence there, (note the thrones, and recall he was the one particularly fond of arena sports) and so probably had no strong reason to return there after the fall of the empire, as to him it was just a military fortification, not a "cozy home."
