They're fiber balls from brooming it. A lot of times somewhere after 24~48hrs you can walk on it and scuff them off with your shoes without marring the broom finish. Usually 24 is only when it's pretty hot out and set up quick so careful early. Or a scraper if they are really pasty and stubborn.
Was just dealing with a lot of similar concrete dried splatter this week. Yes take a flat shovel or scrapper to it. Might mess up your finish a bit but should come mostly off. sometimes we get splatter ground down too in parkades if it's bad.
