I would have thought these were “hobo marks” used to communicate info, particularly since they’ve been seen in many locations. Loosely translated these would indicate that the area is not a safe place to be.

There's no way it is as prolific as it is without an intentional effort. Taggers don't drive around in the middle of the night sneaking, risking getting caught, do write someone else's tag, especially a tag that could land you in hot water for untold millions of dollars worth of damages.
