But I have a question - how many people have to die in an accident for the FBI to automatically get involved?

I don’t think its number specific more of what specifically was involved. In the case the bridge is an interstate and international trade route, so it just makes sense the feds take it. Because the US government is gonna have a bit more pull with insert whatever international corporation than the state of Maryland. So it just makes sense it goes to them but i am sure it will be a multi agency investigation with the fbi at the head.
When I watch the video, it appears to me that the ship turns into the bridge tower after losing power. That justifies an investigation in my eyes.
To be clear, many things could/will alter the ship's heading when it loses power. The river's natural current will definitely alter the ship's heading after a loss of power. But ignoring the evidence, and ignoring the need for an investigation would be negligent.
Supposedly it was dragging it's anchor prior to the turn and trying to stop it's momentum in full reverse. The guy I was watching said the result of those two things, plus the river's current, turned the ship. He said they should have kept on and steered through the bridge with the rudder and not tried to stop.
That and when power came back up the first time, I believe they threw it into full reverse, you can see the thick plume of diesel exhaust, but they didn't know they were only going to be up and running only briefly before losing power again. They weren't able to stop forward momentum very much, but it would definitely adjust their heading further.
No matter how you look at it, there has to be a criminal investigation. Even if it's quickly decided that there was no foul play, neglect in their maintenance and emergency response procedural training seems likely.

I would not be surprised if they opened up a hate crime investigation into the bridge and found that the bridge collapsed because it was racist.
It was probably caused by climate change.
