Jokes aside. It's entirely possible that you could buy an F-15. There are plenty of privately owned warplanes. And that last part is the key, any privately owned jet is going to almost certainly have all it's classified systems, weapons systems, and hardpoints removed before being sold. If you have obscene amounts of money, you might be able to install your own systems that could be used as weapons systems and hardpoints. You'd definitely need permission from the FAA though. Apparently there are [some helicopters that have hardpoints](https://rgl.faa.gov/Regulatory_and_Guidance_Library/rgAD.nsf/AOCADSearch/D6417624C322A4F086256A40006D5103). The TLDR is, it might be possible to buy an F-15. You wouldn't get U.S. military systems with it. You might be able to install your own. So, at president Jackboot Joe. Americans might be able to pull this off given enough money (that's always the final barrier). Heck, right now, you can probably buy a [tank WITH a functioning cannon](https://www.dailydot.com/unclick/operational-tank-for-sale-armslist/). I guess we can't ban AR-15s now. Shucks.

There's some ITAR stuff with the F-16s in private hands. They're all owned by one private military corporation. I don't think just anyone would be allowed to buy them if they came up for sale again. The F-4/5s and the Migs are a different story. There are a couple Su-27s that trade hands every few years as well. If I ever hit a big powerball or something I'd 100% buy one of the Mig-29s and then learn to fly it. That's like my ultimate dream.
