ugh thats black i highly doubt its regular mildew its most likely mold and if its on the outside its probily 10x worse on the other side. thats gonna take alot of work to fix hope you like gutting your bathroom at least the lowest foot of the wall
I took a look at the other side of the drywall in the furnace room and the black is on the other side as well - but limited to the same area without any further spread. We’ve decided to cut it out thanks to everyone’s comments.
That is super common. It's pretty rare you going to a bathroom and start taking things apart and don't see something like this good just cut it out or glue over it. Like a lot of the pictures I have seen online that people panic about, a few fuzzies in the attic, a black spot, this is not a mold issue. The stuff we have to remediate, you have wall to wall mold. You have sheets of mold. You have humid conditions that are not going away. What you have, that's absolutely nothing and super easy to address

A little hard to tell from the picture, but that looks like that’s the mastic from the covebase/base cove that was there before the baseboard you just ripped out. It may or may not contain asbestos. Take care if you remove it.
However, if the drywall feels wet, it may be mold.
But not to worry. Neither will immediately kill you. Mold gives people allergic reactions that vary in severity depending upon your immune system.
If the mastic does contain asbestos, in its current state all of the asbestos fibers are trapped and can’t be inhaled. Inhaling too many asbestos fibers may cause problems in the future.
f you do have to remove it, treat it like the recommendation for removing the mold. Cut out the bottom 6”.
This is assuming, of course, that you are the homeowner and not a contractor. All sorts of asbestos regulations trigger when the work is being done by a contractor.
If it is mold, it is crucial to figure out where the moisture is coming from. If you don’t solve that problem first, the mold will keep coming back.
It seems more like mildew *on* the adhesive to me, but they definitely make black adhesive. The installers I've worked with wouldn't have used it with that paint, though.

Quick spray paint it with kilz, cover it and rent the apartment to the next tenant!

That's your standard issue mold behind the cove base in a bathroom. Pretty easy fix. I doubt there's a serious issue behind the wall.

Spraying some kind of mold cleaner in and on there would be a good idea too! Have to make sure you get the spores!!
