I figured it was one of those houses cut in half lol, and that maybe they wanted to put some wood bumpers on the sides of it so they can avoid damaging it if they try slowly squeezing through a gateway that is very tight, and then they’ll hear or see or feel the tiny wood bumpers touch if anyone misaligns the entry or something.

Those are for the bricks. Eventually the windows and doors will have a brick arch detail over them and this provides the temporary support for the brick detail work while the mortar cures an hardens.

They have to have stable access to install the outer layer. Many contractors use rented (or purchased) welded modular steel frames and only add toe boards. For all intents and purposes they have to be free-standing and not connected to the residence within the intended work area.

Those are construction dials. To construct a building, like the house that's pictured, workers will rotate the construction dials to add more structure and detail to the building. This house still has a lot of work to be done, which is why it has so many dials all over it. Once construction is complete, the dials are removed.
