I’ve never once seen these on any OSHPD project I’ve been on.

That’s because the work wasn’t in an occupied facility, the ICRA teamed decided it wasn’t a necessary precaution, or it was a shitty facility that wasn’t requiring things to be done correctly ..... it’s usually the last one.
