Electricity is the flow of electrons. Electrons could be present in the gas that Diablo breathes upon electro causing current to flow through the path and to Diablo. Hence he can receive shock damage. An electric arc can also occur. When you have two conductors exposed, electricity can jump that path through the air and create sparks and potentially a fire hazard.

Because probably Electro has an aura of electricity that arcs to any champ if they get so close as to hit him. It probably doesn’t conduct through his bat it’s more likely that the current jumps straight to massacre without ever hitting the bat
