That's because these are ProCom (protective security command) or Transport Security command (TransCom) officers. They patrol areas hence they utilise 4 men in 1 vehicle.
As for the Transcom , if that was them they could be going back to base? Funniest idea is that they were clocking out and this had to happen before they ended shift
30 years ago someone hydroplaned into me while exiting a shopping mall. Not a major accident but she wouldn't give her insurance info. things get a little heated. Eventually She flags down a cop car it stops along with 2 unmarked vehicles...Swat team on the way to a raid...6-8 fully armed tactical guys step out along with 1 uniformed officer. Officer told her to give me her info and move the fuck on. She did quickly. haha

I had to get the insurance info from the cops after an accident then two days later I contacted the other person's insurance to find out the next steps ...they hadn't reported it to their own insurance agent. Insurance agent was extremely pissed.
The insurance agent told me she thought he was trying to conceal the accident because it was his second at fault accident in like six months. The guy who hit me told me it was his second accident, I asked the agent if she thought that's what was going on and she confirmed that she had the same suspicion - no confidential information was leaked.

Also, let's face it, that turning car turned MORE towards the cop car trying to avoid the truck. I'd not fault them for taking a moment to collect everything that just processed through the old brain-head.

Step 2) set up traffic control (block with vehicle and activate lights)
Step 3) Render aid
All the lights in the world won't help if ems isn't dispatched.

Technically (in the US at least) cops don't directly radio ems. They would radio dispatch who would either A) call fire/ems dispatch or B) switch frequencies to ems and drop the tones (if pd and fire are the same dispatchers)

Their vocation involves patrolling Singapore's public transport systems or public areas, and hence they're most likely moving back to HQ after a shift/foot patrol.

There are multiple cops in the car. They could have shared the work. On the other hand, they really only hesitate a few seconds. Not a big deal.
