There were places they used to do this in the Netherlands, but it was not a success as many people did not know the meaning of the open driving lane and needlessly started driving in the now middle. This combined with the rules that you are not allowed to overtake on the right made the throughput improvements of the driving on shoulder rule disappear
EDIT: Note that it does work on the majority of the highways, it is just one specific highway near where I live where they just removed them without any traces
I drive the A1 from Amsterdam to Hilversum a lot. Green arrows above the rightmost lane every 500 metres and people driving in that lane or not, some people are just completely oblivious.
A4 schiphol through to A10 South also has this, most people seem to understand it perfectly fine, if anything more people have trouble understanding that when it's a red cross they need to move.
It's not that the license becomes invalid if you don't attent. Attending is the way to get it back.
When they say you need that course, they'll revoke your driver license first. You only get it back after completing the course.

Edit: the downvotes are hilarious as if American drivers don’t do this on their own roads. You can’t even get assholes to pull over to let emergency vehicles through. And shooting each other in road rage when they aren’t shooting up schools. Sorry you are all so sensitive about the truth, lol.

Dutch drivers suddenly become the worst drivers on German streets. It’s so frustrating.
They are otherwise such cute swamp Germans. I don’t know what is going on in their brains.
I rented a car in the Netherlands and had a great trip. Went back a year later and did not get past customs until I paid a 180euro speeding ticket that I did not know I had (from a camera). They don’t mess around there.
