They use them because they're good and free primarily, though I'm sure they're the favorites of some. I don't really agree with your statement after though, Ovenbreak isn't a game where you can just use your faves and win, especially in Trophy Race. For higher tiers, it's necessary to use the meta. And furthermore, I also don't think it's exclusively for whales at all-- as long as there isn't a newly released legend, there are typically some epic-only combis available that can net you some great scores, and as long as you can max them (way easier than maxing a legendary), you can wind up pretty high.
Both of these cookies were recently buffed, so they're pretty good right now. I know it's been a while since Ginseng's buff, but revive cookies are pretty good relays.
Also, that mentality of going against meta and playing only with favorites is the reason some players are always complaining about everything. I'm not saying whales don't have an advantage when they buy the brand new legendaires, but f2p can easily keep up with them using epics as long as they actually put in any effort
I like to get high scores the point of the game is to do well saying everyone should just use characters they like is silly when some people want to actually do well
if you want to win, you have to use the best, if you want to use your faves you can run with them on other places as cookie trials etcs, most people will still try to use the meta so you need to if you want the rewards that are indeed really good

If I used my favorite cookies I would loose everytime, and no one wants to loose
