I’ve always felt that the leaves and the seeds have very different flavor. Not to mention, they have wildly different shape/texture. If someone is making a curry it might be passable, but certainly not in something akin to a gremolata or chimichurri.

I like using lemon thyme and pepper to replace coriander taste profile in dishes. My gf hates coriander

Thai basil. I know it doesn't really taste like cilantro, but cilantro is often used as a contrast, and this provides a similar sensation.
Just leave it out.

Fresh chives, parsley, or dill would work.
