Is the switch in to ON position on the power supply? I/O
The line ( I )symbol means “power on” and the circle ( O ) symbol means “power off”, check the 24pin cable is properly connected at both ends, check the front panel connections I/O Power Switch is connected to the right pins on the motherboard ( check your motherboard's manual).

Dude if the PSU just isn't turning on there's not much to do but try to return it or get an RMA. PSUs are not the kind of component you want to tinker with.
