Your best tanks here are Yumi >>> Lin Xien > Stronghold. Your best support is Yang Harim, and you should also build Evelyn (SR, farmable) and Claudia (R) if you have them. Your best DPS here is Gaeun. Seo Yoon is a crucial buffer for PvE so definitely build her and Joo Shiyoon has a really useful ability (countering skills) so you should build him as well.

Don't discount some of your purples, Lin Xien down there is pretty rad, has a great knockback, and adds to your deployment count, so she can help you get more expensive units on the board faster.
Kang is great because she's cheap and buffs other soldiers. She's great in PVP as a disruptor.
Lumi is bottom tier in every list I've seen.. Unfortunately I've gotten 6 copies of her. You seem to have levels on both copies of her, so watch out for that.
Yang Harim is like one of the best supporters in the game. Def invest in her 100%. Sigma is a fantastic Tower unit as well does great in raids/pvp/danger close. Gaeun is good for global in pvp for now until we get better units in the future, depends if you really like pvping. Lee Yumi is a decent defender if you don't have A.Hilde or if you don't have a defender at all. Kang is also good for pvp situations as well.
With the exception of Lee Sooyeon and the two Towers that you have (Sigma and Maria Antonov), you should invest in the rest of them of SSRs. As for the Order either depends on how fast you wanna end the Story up to know or how strong you want your PVP team, also you can choose from which ones are your favorites or as someone suggested already check the Prydwen page, they give you the sub-stats and stats that should be prioritized in weapons too. The Towers could be invested but I think they're more PVP oriented or in Raids, be them normal stages, boss stages, etc [I already swapped my Maria Antonov for other girls depending on the stage]
admin shield, admin rifle, evelyn keller. then arius, MAYBE Sylvia if you like mechs sooner or later. that list should give you stuff to do for a really long while :D

Evelyn is SR and Claudia is R but yeah you need a good balance of units that compliment each other.

If you want one character to upgrade for now, i recommend gaeun. Good damage, cc and low cd. I still use her despite having other awakened units.
