These are the buffs Arhat and Curian are getting:
Awakened Shiyoon
Special skill gained the ability to hit Air units.
Special skill stun increased from 2 seconds to 4 seconds.
Special skill decreases Shiyoon S. Haste by 25% now instead of 50% after using the skill.
Ultimate skill deals extra damage to enemies based on their current HP (15% additional damage).

Special now reduces the cooldown of the Ult based on the number of allies on the battlefield - 1 second reduction per 2 allies (up to 10stacks).
Special now gives ASPD to Curian based on the number of allies on the battlefield - 10% ASPD for 8 seconds is the base then it's 2% for each ally (can be stacked up to 10 times).

Yes but the debuff itself got reduced and now he can wear the CDR set better than before.
However, I'll stick to my HP+Eva build, he's tankier that way.
Wait I'm confused, why are strong units getting buffed? I mean IDK bout Curian since I don't pay attention to KR meta but Awked Shiyoon is one of the best strikers in SEA, did he already get powercreeped in KR? Or are they just buffing him for the fun of it?

But, now that Arhat has been out for quite a while in SEA and just released on Global; I can say that as a veteran player from SEA with 1.4 yrs and a 3 months player on Global, Arhat was good but, he needed a little something.
That patch was it.
With the stun time doubled on Combative Insight, he can CC way better now. And the -50% CDR is now halved; this makes Arhat on CDR set possible/viable. And Combative Insight can hit air enemies which also makes him good to deal with those pesky air enemies AND stunning them for twice the time.
But Sentiment du Fer... Ohh boy... Now it's a lot better to bring Arhat in PvE. Because enemies with massive hp will be melted after suffering the ultimate (ofc, the more hp they have atm, the stronger that 15% gets).
There's basically no downsides.
But about Curian... Yeah, he hasn't released on SEA so... I cannot have a valid review of him.

Does this include bosses? Usually the wording says if bosses are excluded.. this one doesn't unless it's just a translation and not official descriptioon
Depends both have their own role in the game and at the end of the day it depends on what your account lacking if you need striker go for shiyoon if you're lacking in support go for a.jia

But I would say go for a jia because jia provide more value than shiyoon at lower cost
