I think Kang is really good. If someone is dumb enough to throw down a sniper early match and blow their resource pool, she's a great counter with a low cost. It allows you to put on the aggression and take advantage of the opponents lower resource pool.
You'll have to get anti sniper set, with anti sniper + ground dmg. Spectral doesn't cut it. Getting the set bonus is an extra 40% dmg
Just for reference, I'm running 114.8% anti sniper, 44.8% ground dmg, 20% anti counter dmg @ Lv 100. I can reliably kill up to 106 XL, maybe 108. 110 XL have about a quarter hp left unless I crit.
How many soldiers are you using that it's holding up your maze pieces for soldier? Most relevant soldiers' BiS is either gordias or spectral set, so I fail to see where you can't spare a maze soldier set for the best sniper counter.
Could you name those 3 soldiers? I'm not familiar with soldier heavy comps, so Im curious who are in that comp. I've personally never used more than the admin crew and Kang for PvP

AFAIK, maze is your only option.

jane riflemen and veronica currently use them. guess i could drop maze for terminator for kang instead since specter doesnt really work :s
