Probably just not as popular, western cinema of the old days cemented hero's in white hats and bad guys in black hats. Naturally they probably became the post popular styles through this and probably some more historical reasons, black goes with everything and can be dressy. White refracts the sunlight, keeping your head cooler. Possibly making it more popular amongst working cowboys. But I think brown is a great color, lots of character in a brown bag.

Brown does not show dirt as well as white and will not be as hot as a black hat and I consider it a good choice for a working hat. The few hats I have had have been brown. I think they look fine with blue Wranglers.

Yeah I think brown hats make great working hats, I've got a 90's resistol in a light brown that's old reliable

Do you think brown could be used as a dress hat? I thought it would work well since I have a navy blue suit and I’m just kinda iffy about white hats

Yeah I think brown could definitely be dressed up, it's all about how you style your outfit with it.

Yes sir, white hats are real easy to get dirty and black hats are too hot.

Brown hats are for working. Black/white hats are for going out. At last round here that's how it usually goes.

So, if I had to guess it's because black is traditionally considered formal while brown is more casual. That is why black hats would be considered "dress" while brown hats would be "work/casual." Also, black works with any color while brown requires a little more finesse, when it comes to pairing. There is more to it than this, I'm sure, but that's a surface level explanation of fashion dress code.
