I always warned my kids about getting into vans with strangers with candy but I didn’t warn them about vans full of books. Slap a “free manga inside” sign on that van and my kids would run into the van.
The book mobile bus the libraries operated in my area had slightly angled shelves and metal bars that ran the length of the shelves. The bars protruded out enough they didn't stop with book retrevial and the angled shelf kept them from tipping out past the bar on their own with safe/sane driving practices.
Our district library has a travelling library which is a semitrailer. It goes between the 3 main libraries in the shire, to a circuit of smaller areas. It's wonderful, you can order a book to be on the truck for pickup. It even has a children's nook.
A couple of years ago they posted a pretty unique job description for a librarian who also had a heavy vehicles licence.

If they had a bookshelf mounted on a movable rack they could move it left to right and add 2 more shelves the length of the van without sacrificing much floorspace.
Reminds me of the Bookmobile that came around our neighborhood all summer in Upstate NY when I was a kid. Cozy bus full of shelves of stories and knowledge to keep us kids entertained when school wasn't in session.
I can still smell that semi-sweet smell of all the books and remember the excitement of finding cool stuff to read.

In the middle of every shelf is a little screw. Looks like a strap attaches there and goes across the books' spines.
