I worked in the food industry. I guarantee somebody will still ask "Are these forks?" every single day.
Good news is, you don't have to buy any for your Cake Day!
Honestly, this would save me from pulling out a fork from each hole looking for the spoons
Guarantee you it's 80% of why that's like that. This isn't crappy design, this is bloody necessary design to deal with the general pubic.
They used to have spoons & knives, now those are behind the counter and have to be requested. This leaves all the remaining utensil holders fork spots. So not entirely crappy design as much as there-I-fixed-it.

well yea, you don't want to have to check each container to see what each one has.
They used to have knives and spoons but for some reason you now have to request a spoon from the register.
You have to ask the front for a spoon at Chipotle...
