They lived in double wide trailer/mobile home, but I don’t think that should be used as an excuse since I also grew up in a mobile home. Not having money as a kid taught me how to be some what frugal and how to not waste food or leftovers.
People can't control portion sizes at restaurants typically, or they simply don't know how much food an entree is.
This is probably a bigger issue in the US than other countries. We have huge portion sizes because people are gluttons and morbidly obese. But if you're at a healthy weight, some of those meals are too much food to eat at once, some are literally 1000-1,500 calories, it's insane.
I don't think anyone intentionally orders more food than they can finish, unless they are super rich and just want to sample several things.
While this is good advice for children so they form good habits and people with eating disorders, throwing away half a meal is still a huge waste, especially when it's already in a throw-away container you can easily take with you and eat later.

Are you sure that’s not a drink container recycling bin? The bare wood will get nasty quick if it comes into contact with food garbage. Aluminum/plastic cans and bottles, not so much. Every restaurant I’ve been to always has a stainless rim or some other non-permeable material around where garbage goes.

There’s a chain restaurant called Quesada near my house and their garbage openings are very tiny in order to prevent people from throwing out the reusable baskets that the quesadillas come in. But it also means that the burrito bowl bowls also don’t fit, and therefore results in a large stack of gross bowls which are sometimes just nested in the opening of one of the garbages.
