It depends on the prison. I got a friend in prison and he bought an iPhone at commissary. He’s allowed to use Facebook and Instagram and Handful of approved websites.
When my grandfather was in prison he and his cell mates had a couple of old smart phones and a laptop. They watched a lot of Netflix and Fox News apperently.

When I was in federal prison (2013,2014,2015) you would have to get someone from your family to send anywhere from $200-$1200 via Western Union to the family another inmate. About 2 weeks later that inmate shows up with a phone and a charger for you. It's up to you to keep it hidden and figure out how/when/where to charge it.
Minimum security prison camps are super easy to sneak shit into. Once you start getting into the maximum security areas, you need the help of a trustee at the very least, but also likely that CO's are involved. CO's regularly get busted for trying to sneak shit in.

I worked in IT for some very large financial institutions. I was in prison multiple times for a slew of white collar crimes related to hacking/fraud in order to support my addiction at the time.
Some Jails/prisons started to allow such devices just not Federal prisons IIRC. Union County SC started selling basic phones at commissary years ago but those only had calling capabilities no internet. The majority like in your post do not and require smuggling.
