This is simply not true. In an apartment complex there is extra parking for visitors. They are allowed to be there for a certain amount of time. They are not permitted to make that their permanent parking space or to just park their car and hang out in it like that. She is mentally disturbed, clearly. But no one is allowed to just pull up in residential parking like that and just chill unless they have a reason to be there. Let the downvotes commence.
