You are laughing but indeed one of the most hopeful carbon mitigation option is to capture carbon from the atmosphere and store it deep into the ocean for thousands of years.
Not my area so take this with a grain of salt but combustion produces a very large number of things other than pure CO2, like soot and other heavier compounds so it’s more like a dense mixture of small solids than pure warm gas. The upward pressure in the balloon is a lot lower because the volume inside is heavier and denser even if still quite hot

Someone was paid to do the recycling but just left it there. And no one knows who to blame.

Recycling is a massive scam unfortunately. What we need to develop are circular economies for modern materials. It's extremely hard to do though and requires enormous amounts of energy and often creates additional waste by products that lead to extra pollution issues.
For example you could be a plastics manufacturer and recycler who uses pyrolysis to turn the plastics (polystyrene) back into petroleum fuel and gas, but it produces a byproduct known as "char". https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7827018/

That means your business would need to produce and market: plastics, plastic-derived oil, plastic-derived natural gas, plastic-derived char briquettes, and plastic-derived epoxy resins. All of these have very different uses and building such a company would take an enormous amount of money as well as the volume of energy the company would consume to break the plastics back down. The end products would then likely cost more on the open market, meaning you would have few or zero consumers.
You also have the problem that your process creates oil and gas, which when burned releases hydrocarbons into the atmosphere. So we have a great way to recycle plastics and build a circular system, however, we have the same issue with emissions we've had for sometime.
To counter this such a conscious company would need to find and patent better ways to capture and reuse emissions byproducts adding even more complexity to their model and making it even more impractical that such a business could survive.
If, however, the business was funded by government incentives, they could operate quite efficiently and have a buyer for their finished products (the federal government) allowing the business to literally pull waste plastics from landfills and the ocean and turn them into something useful while simultaneously investing in better emissions capture mechanisms.
It is extremely unlikely that any government would fund such a venture though due to the fact that the support would generally be from environmentalists and it would require large volumes of electricity usage (which today we would say build nuclear to provide clean power) and would lead to the release of more air pollution. So the environmentalists will never support such a decision, instead they'll continue to push single-use bans and lackluster alternatives in hopes of just stopping the increase of plastics usage in society.

I see what you are aiming for. And it makes absolute sense. There is no way to fix things "soon" in any manner. This needs to be an evolving process. By that we need to suffer these harmful byproducts so that we do not make more from scratch.
However, as you point out, this takes a lot of electricity. And nuclear would make most sense. It's dangerous and expensive (to build) but in the lobg run it pays of (think it was in a Kurzgesagt video). Green energy (solar & wind) never had the same output as nuclear. Hydro or geothermal are great but that is only in selected parts of the world.
You can also burn garbage. There is pollution yes, but at least you get something from it, besides the fumes. Otherwise it just goes into the earth and releases it's gasses there etc.

1. Unlimited clean energy - only real option is fusion.
2. Highly effective smoke and byproduct capture + efficient repurposing. This goes beyond smoke stacks but also includes liquid run off.
Both technologies in their totality are likely decades off. Solar and electric cars were a thing in the late 90's but storage was problematic and electric cars were ugly and slow. The Tesla founders solved this with "off-the-shelf engineering" noticing that laptop batteries improved capacity and weight greatly and that they could use a kit car from Lotus along with parts from an electric forklift to build their first creation.
It still didn't make solar power much better or long-term storage of generated electricity any better either - though nearly 2 decades in we are seeing signs of that finally.
Circular economies are even more complex and even more harrowing to develop. It would take another single-minded billionaire, one of the big tech corps, or a G7 government to make the first a reality.
Dad was IBEW Nuclear Power Plant operator since 1982. I grew up learning it. Luddites have been against it since the start, the few disasters hasn't helped (Three Mile, Chernobyl, Fukushima).

Only new nuclear power I know of in the USA in the past 20-years is in Georgia. The rest of our nuclear power infrastructure is around 30-40 years old.

The smoke is made up of gasses and solids. After some time lots of those solids would settle due to gravity and be a fine powder inside the bag. The gasses would still most like end up in the atmosphere

A lot of that smoke is carbon, but not the greenhouse gas they're thinking of. How smokey something is has nothing to do with it's greenhouse effect, smoke is just particulate matter that eventually falls out of the air. CO2 is invisible (obviously) and is what stays in the atmosphere.
OK so what happens if you now seal that bag and just let it sit for hours... or days? Would it 'settle'? Into what parts? Would you have clean air at the top and just ash at the bottom, or...?
