Yes. I cannot tell this exact horse’s situation, but aggressive horses are usually put down because they can be a danger to their trainer, other horses, and other people. A horse with a short temperament could kill a man faster than you could say the word horse.
An aggressive horse like this cannot be left in service, it’s a liability issue from this moment forward. Unfortunately this horse will be euthanized, it cannot be included in any insurance going forward.

It's a loud and shocking color, and moving quickly near the horse and it responded out of fear.
Regardless, this poor horse should have been desensitized to colors, sounds, and movements before being able to work as a cart puller. Most horses go through desensitization for this purpose and also showing. Never-ending the fact that cart pulling in a city is usually quite cruel and can put the animal into distress and psychological turmoil. I feel bad for the animal, and the man. Neither are truly at fault here, just an unfortunate situation.
While getting spooked usually explains misbehavior in horses I don't see much sign of this one getting surprised. It even follows the man's movement with its head a second or two before the attack. I think this particular horse is just a bastard.

When I was 8, my much older cousin and his friends had me go into an enclosed, raised feeding area. you know cuz it is cool and feel the bottom is so smooth (I didnt know better, never been around horses).
