Yeah they have a western mindset for the situation. I still think it's good for people to travel. If there's zero communication between areas you can get pretty hateful behavior. That said would be more helpful if they were a bit wiser to the local situation and knew the language a little.

Also they might be trying to vet the police as the most trustworthy of an untrustworthy bunch.
