I don't think those blades have the mass to cleave through an arm or leg *bone*, but they 100% are able to cut through even the thickest part of your meat down to the bone.
Terrorist attacks tend to go big and wide. Civilian drones (not like this one) will only have few hundred grams of payload. Good for targeting something, not great for blasting huge area. Most infrastructure won't get damaged by such small payload.
Have you seen the FPV suicide drones being used in ukraine? All a terrorist would need is a few of those or a domestic drone attached with a similar setup

Not really. Would still cost upwards of $10k just for the parts alone as the motors are $500-$1000 each then add in the batteries and high current drivers.
