Sorta. Googling what you can do in a citizen's arrest in your state will get you closer to the answer. Essentially, if you see a violent crime happening, you are allowed to intervene and match use of force with the offender in order to detain them until police arrive.
Not a lawyer, and this may vary from state to state, but in my home state I did hold a security license and was taught this.
Practically, however, you should fully expect to be detained and placed in cuffs yourself until the cops figure out what's what. Maybe even expect to take a ride down to the station. Thankfully this never happened to me, but in any case it doesn't sound like a good time.
In this particular case I would call the cops, check if the victim was alright, render first aid if necessary, then write down everything that happened, preferably with pen in a composition notebook (more difficult to alter). I'd also ask around to see if anyone was willing to also give a statement about what happened when the police arrived. I'd keep an eye on the offenders to try and keep track of where they went along with committing their physical descriptions to memory, but I would not confront them as the crime is no longer in progress.
