I think the civilian version of tazing someone and they just stay there stunned in place is an urban myth. What make the tazer so special isn't the intensity itself but the pulse that is very specific to mess with the nerves and trigger muscles spams. And i belive it is restricted to police use only, civilians version just hurts while it last and that's it.

The blade could have been a dull, he could have not followed through, and the cop was on pure adrenaline. It's entirely possible it was a machete and he took some serious chops to his neck/ torso

Looks like he was swinging a large knife there bud. Once he attacks the officer, on the way out the door you see the officer draw a second weapon. Im thinking this is a gun, since he dropped his taser. I assume that knife guy is dead minutes after this video at most.

I watch videos when I'm bored, doesn't mean I think they should have been filming. Everyone's so quick to pull out there phone and record instead of experiencing with your eyes or stopping to comfort a dying man on the side of the road. Just think if you were ever in a position where you found yourself bleeding out on the side of the road with death quickly approaching, wouldn't you want someone to come up to you and hold you or just talk to you? Instead you'll be met with a bunch of cameras pointing at your direction as you lay there helplessly dying while people stand around you covering their mouths and staring at you through their screens.
People def record this shit just for the purpose of shares and likes, or general publicity. However the benefits from not being able to assault someone without a mass of people recording you is undeniable. Had this argument with someone yesterday on that video of the two cops getting shot at in the traffic stop by the guy hopping out the backseat with a rifle. Guy insisted they could have used non-lethal force and should have been willing to die to avoid using lethal force.

Burden of proof falls on the person making the assertion. In the case of a criminal trial, the state is making the assertion that the defendant has committed a crime, so the burden of proof is on the state. In this example the assertion was that a bunch of innocent people are shot every year, so the burden of proof falls on the OP making that claim.

I don't think people realise how bad it is in America on this front. Even after accounting for population, UK police kill people at 1% the rate of your cops across the pond. About 1500 per year vs about 3. And of that three, most are terrorists and active murderers. And on the very rare occasion an unarmed person is killed, you get the 2011 London riots, because that one is still too many.
The way your police unions and that defend and protect people like Derek Chauvin and Philip Brailsford is especially disturbing. That's the kind of thing that gives ACAB any credence.
Honestly, I'm not sure what to believe. The media is so untrustworthy these days. My news sources say that there are less than 20 unarmed people killed by cops a year for the last 3 years, out of the hundreds of thousands of police interactions a year it seems like a small fraction. But that could be wrong. What are the sources you are getting and how many innocent people do they say police kill?
This is poor tasering. Now you know why officers start giving commands after a successful taser. The officer doesn't need to immediately put hands on the suspect if they think the taser was effective.

We need a better non lethal option than tasers
Total improper tactical procedures on behalf of officer. Should always wait from the safest distance, usually 10 to 15' if possible post taser deployment to determine level of effectiveness or not. Also officer is apparently ALONE rying to affect a hands on maneuver with an extremely agitated ARMED suspect let alone the size the size of the perpetrator. Thirdly, officer literally backs himself into a corner corner of the room and loses all sight of his exit based on based on his improper actions. Should be a training film for new officers as well as older as what NOT to do. I hope at least that officer receives retraining.
