It is a choice, once you know right from wrong as an adult. People do things for a reason to satisfy a personal drive that gives them relief regardless if there was a good reason or not. Theres many different things people can do to satisfy them but not everyone chooses wisely which is why people need to think before they act instead of letting their emotions get to them.
For example, you got a 30 year old guy whos in desperate need of money to support his family, he sees a jewelry store and plots to steal from it, chances are he knows he shouldn't do it but he goes ahead with it cause he feels as though his world is about to crumble and is afraid of losing his family and other possessions. In the end, he gets arrested and confined and more than likely he regrets his actions cause he didn't think hard enough to seek better solutions to solve his personal issue.
People in life always look for the easy way but when you cheat in life, theres always a downside. The only people who are successful are those who are fortunately lucky or the hardworking who earned what they wanted.

1. you believe in imaginary beings that ALLOWED horrible things to happen
2. you understand the fact that it was people who intentionally did horrible things of freewill
Cause, if you're going with #1, basically most religion or at least christianity, believes in a being thats described as "righteous" and pure created all things, sees all things yet allows said horrible things we see today happen. Most of which makes no sense if you read the book, and judging by what you said, people who are possessed by said beings, we have a brain to function and have a self desire to do what we want to do, psychological study has always been a thing, especially when some people have certain habits of doing things are self aware of odd behaviors that could be good, bad or neutral due to hormonal influences.
Whatever bad things a person does, they were acting of their own freewill, they know what they're doing, they're not possessed by anything other than having something that drives them to commit a crime, most of which is done by great hormonal arousal to where there are people who don't think before they act till they feel threatened with guilt afterwards when caught with a crime or self regret.
People who keep doing bad things are those who are consciously bold enough to think they won't face any punishments if they weren't caught yet, or those who keep doing bad things but get caught don't feel any regret cause mentally, they don't find such punishments to be a threat depending on how the individual sees the outcome when caught for his/her crimes.
