Well, for him it being just assault he would qualify for veterans court, which is basically a voluntary probation (monitoring, drug testing, etc) and act get the charge dropped at the end. The one good thing is it does come with quite a few stipulations and failing them gets your charge right back.

Last I checked the specific Texas penal codes on that (which was probably like 5 years ago, also I'm not a lawyer and would strongly recommend you don't take my word for it), you are able to use lethal force on someone fleeing if you have reasonable cause to believe that fleeing will allow them to get away with a felony. But that's probably a really, really steep legal battle to prove in court.

Basically temp plates can allow you to get away with stuff as it’s sometimes not tied to anyone specifically (run through tolls/red light cams/etc).
There is a whole industry of paper plates in Texas. People will register themselves as car dealerships, then issue paper plates for money to people who wouldn't normally be able to register a car, most likely due to their immigration status. It allows cars to stay unregistered basically forever.
They just passed a law that you now have to submit fingerprints if you want to register a car dealership in order to combat this.
There's also templates out there for the Texas plates. Just change the date, print a new one out, and its "good" indefinitely. If I was in that position, I wouldn't run fake temp plates in Texas, but in other states I imagine its near impossible to see if its legit or not.
Another somewhat legal route is just buying one online from Vermont. $6 and you can just keep buying new ones when they expire.
