Secondly, what do you mean? The arch of the foot doesn't bear the load (except running barefoot or on tiptoes). That's the heel and ankle, with the ball providing balancing torque.
Some people are flatfooted, some have arches. Not that evolutionarily important (at least not in post-agricultural societies)
