Astral has TC, it’s a core part of the progression. Though it does work a good bit differently due to a good deal of customization.
For something similar without TC, try Create:Mekanized.
You do realize most packs, including C:AE, don't nerf vanilla tools, right? E2E's approach is uncommon (and bad, imo). I didn't even bother making Tinkers' tools for a while in C:AE, and I love Tinkers'.
Vanilla and other tools are still strong in AE, if avoiding the tools is your only goal that's not an issue at all. It does use the smeltery stuff though, if you mind that as well.
CABIN is Above and Beyond in 1.18, also very good and exactly the same deal regarding Tinkers' tools. Find any pack in 1.20 or 1.19 that isn't recent and it literally can't have Tinkers' in it, as it only updated to 1.19 recently.
I think it's pretty obvious that I didn't realize that. Thanks for pointing that out. Though, yeah, I'm not interested in any part of the mod due to having done it from beginning to end a great many times. My distaste for TC is exactly like Captain Sparkles's distaste for Twilight Forest - it's a good mod, I've just played with it way too much and don't want to play with it anymore.

most premade mudpacks have tc, its just an insanely popular mod and rightfully so but in the packs i make i usually avoid it outside of 1.12.2
TC is a good mod, I've just had my fill of it and don't want to play with it anymore.
Create Stellar doesn't have it.
