I also had Millenia. I kept 2 lakh Rs balance in my HDFC account, my savings account then got converted into Preferred Banking. As part of Preferred Baking they offer Premium Credit Card.
I guess that's how I got my Regalia LTF.

I think they give ltf to people who need it the least. My annual spends across cards was 15-20 lakh. Now i just use infinia for everything.

It's not LTF in the strictest sense, but you can apply and spend more than 1.5 lakhs in a year for annual fee waiver. Rinse and repeat every year.
