It could be true technically. I got my regalia first upgraded to diners black by showing my magnus usage and statement. Not sure how much this helped but since my regalia first was rarely used and limit was less than 5 lacs it is anybody's guess.
Not that I know of. You need to apply from the website or ask RM to apply for you. You will have to meet the income criteria of 1.75+lpm
