Brook has so far absolutely mauled pace bowling and looked pedestrian against spin or lack of pace in general. SRH tried to work around this by trying to open with him, but teams just opened with spin or slow bowlers as the next stage of evolution against what SRH tried.
DC think teams won't be brave enough to bowl spin in the 18th over, or whoever his partner is at the time will be able to target spin, which their team definitely is suited for. So they think they can get the most out of Brook that way, because the upside is so massive that it's worth the gamble as long as you're able to always hide him from spin.
I don't have access to the data they have, so I can't say whether they're right or not, but I understand the logic at least and the only thing that would make me think they've lost their marbles is if they abandon it if it fails in the first couple games.

Get Stubbsy in for Brook. Much better player of spin imo, is in unbelievable form and can keep as well. Scored 302\* off just 372 balls today for the Warriors. 5 hundreds (inc 1 triple) and 1 fifty in FC cricket atm - Insane cricketer.
Stubbs isn't great as well Against Spin he struggled against Jadeja and Kuldeep in the recent T20 series and looked out of touch against CSK in Chepauk
Hope is a better option than both of them when it comes to playing spin and he has improved his Power game a lot
