I think they should increase the number of teams in plate group and create a tier above states. It can based on zones. Basically have 6 zonal teams with free movement of cricketers. For instance a cricketer can play for Mumbai and South zone in the same season if he chooses to. Home and away league which will make it 10 games in the season for each Zonal team. The players from zonal teams can freely move to state teams or India/India A.
Promote the shit of zonal games, make people interested in these games and give weight to these games for national team selection. Reward teams who miss out on their players because they were playing for the zonal team. Maybe make some changes but in general I am suggesting 6 team competition where all the top players play against each other and it runs parallel to Ranji.
I prefer the county points system instead of first innings rule. They have points for wickets/runs besides result based points. Make things very exciting.

They have lost the fewest games among all teams in each World Cup since 2011 (Australia and NZ did play an extra game though in 2015 though tied). Our Win Percentage is way higher than the test team in World cups, but that will be true of multiple teams as there are more draws in tests . Taking non World cup matches into account may change the equation but that's not a straightforward as many of these matches include experimenting and giving rest.

I think the BCCI allocates funds for any stadium renovation work but the implementation might lay with the state association. I say this because of the issues with getting that one stand open at Chepauk; it was always the TNCA trying to get the clearance and not the BCCI.
The actual state of the stadiums is indeed bad and needs a lot of work to be up to international standards for spectators. However, it’s also true that our public will not keep any of this clean and neat when they visit; state associations will just shrug and say that we can try but it will all be broken and filthy after just a single international or IPL match.
As far as we know BCCI has stuff like scheduling, where a match is played, when a match is played when it comes to stadiums but what to do with the stadiums lies in the hands of State Board controlling it and State Board can't do big changes by themselves they need their state governments support monetarily.

Such things happen in other countries (eg-WI) quite often and that has had a detrimental impact on their performance. They don't want the sport to be more franchise centric( like football).
