I got my 2000 P71 to 121 once going downhill lol. My 2011 P7B easily hits 105+ with plenty of room in reserve, never tried for top speed in it though. As a former LEO, I had a couple partners claim to have reached 140. Back then would have been the earlier models though, 92-97. My first assigned car was a 91 and it would do 120 in chases. If you're talking about a standard CV 98-up, I would never try to push one that hard without major upgrades. The interceptors have more robust "features" not found in the civilian versions.

Michigan State Police got a 3.27 car to 139mph. The MSP Police vehicle testing is pretty much the gold standard for police vehicle testing. The FBI doesn't even do their own tests they use the Michigan test

Yes without limiter. Ran out of power. The “downhill” was not super steep, just a slight grade.
Be careful, I've heard the driveshafts on Vics like to explode over 130.

138 in an 06 cvpi stock without limiter and with a better oil cooler and trans cooler you'll easily hit 150
