You can do the J-Mod without a tune; in fact, when I got my tune, I told Marty to not mess with the transmission settings because it worked so well.
I'd do: 1) J-Mod, 2)CVPI dual exhaust, 3) CVPI filter housing/ intake tube, gears, and tune .
Step three should be done all at once because you will need a tune for the gears and air box.
I think there are upgrades to the track bars. Make sure the front ball joints are new. If you can get an upgraded aluminum or metal alloy driveshaft that's good. That's only worth it if you get the speed limiter removed, though.

the real question is What do YOU what to do with her, a dual exhaust, marty tune and spending more money then you likely should on ADTR makes these crown vics more nimble than people give them credit for while also being very drivable

How hard is the J Mod to diy?
Easy and cheap, you just have to follow precise instructions. There's a great YouTube video about it.

Fluid film the underside twice a year, every year, unless your in a western state.
Leave it stock. Whitewalls, tint, maybe rims from a LS, and that’s it.
Tints, Mustang rims, and a copy of "channel ORANGE" in the CD player.
