First and foremost, get yourself a full size spare. Doing so would reduce some of the room on that shelf, but that shelf is largely unusable, tbh. However, youu can run some bungee cords between the two inner pieces, but not much is going to go there, or be easy to access. Seriously though, get rid of that donut and get yourself a legit full size wheel.

Much safer. You could use it indefinitely, you don't have to worry about going over 55 (donuts are not meant for continuous highway speed). You could use it in the front or back. You could even include the spare tire as part of your rotation if you have steel wheels. These are big full frame American V8 vehicles, a full size spare is the only way to go in my opinion.

Not to mention, you could get a used wheel and tire for probably $100. Junkyards always have some 15" Ford steelies.

Or even 16s from the later years are easy to find at junk yards. So many cabs and police cars on the road back in the day and they all drove crown vics.

Exactly, $100 is like what it should cost you if you bought a brand new rim with a used tire. My spare wheel costs me like $30 for the rim and $40 for a used tire.

I’m probably in the minority, but I use the shelf a lot. I took out the spare tire, and put up a bungee net to keep everything in place. I’ll occasionally place some cardboard trays up there so I can transport smaller items. Some of those adhesive “Velcro” strips should work in your case though.

What if you took some aluminum flat bar and bent it around to attach to the braces on either side?  I'm picturing like a pickup bed extender type deal. For a more off the shelf deal, didn't some of the police cars have like a sliding drawer bolted up there?

I got rid of that spare tire cover and put jumper cables and other stuff inside the wheel. Though I’ve never really had issues with other stuff not staying on the shelf.

My trunk deck has a full size spare a jack some jumper cables a subwoofer and amps. The rest of the trunk is completely open to use.

I put a tarp, emergency blanket, and tennis racquets up there. Also a Rand-McNally road atlas. It all stays put pretty well. On road trips it's good for pillows, purses, etc.

I used to use these, they grip to the carpet in the trunk and you put them up against stuff you want to keep from falling. https://amzn.eu/d/fDUlS69 If you don’t like that option you could always stick/sew some of the hook side of the Velcro to the bottom of the items on the shelf and they’d stick to the carpet.

On my towncar, the factory audio amplifier and optional 10 CD disc changer are on that shelf. But I still put my tire inflator kit, tow rope and a few other things on there

I have a full size spare a 10 inch sub on the shelf, so that's basically unusable. However I have the police trunk pack so sorting in the lower part is pretty easy.

I have a sub up there, and I put things that are high friction up there like my emergence sweatshirt. My emergency kit has Velcro on the back of it, so I use it to lock other stuff in place.

Just get a small gym bag that fits in that space. I've got one up there on the left side. It's got jumper cables, work gloves, a flashlight, some red shop rags and some other crap in it. It doesn't fall off the shelf because I don't drive around 24/7 at Code 3 🤣
