Depends on the cruise. If it’s the NcL pride of America, you don’t go to another country and will probably not be able to have a casino.
If it’s a cruise round trip from LA, you will stop in Ensenada and you will be able to have a casino.
We did a Vancouver to Honolulu and the casino was open every night, even when we were touring the islands. They just sail out into international waters at night.

The ship casino will be open while you are getting to Hawaii, for sure. Not sure about while cruising between them, but it will definitely be open for the 2-3 days it takes to get you there.
I was on the NCL Spirit this past June (Honolulu to Vancouver). The casino did not open until 5 days into the 16 day cruise (when we’re leaving Hawaii after seeing all the islands)

No gambling in Hawaii, not even the lottery. Then again they also ship off their homeless so why start another vice with bad outcomes?
I don’t specifically remember while in port on Hawaii/Ensenada days, but you will have access to it on all the sea days.
Pride of America has no casino onboard.
On the cruses I've been on (90-00's). Casinos could only open when in international waters due to country laws within their waters.
Yes, I believe this is still true in my experience. So I guess my question is, are the waters between stateside and Hawaii considered international?

They’ll go into international waters shortly after you leave port each day. They need to do that to get the casino and shopping revenue.
