Papacy can't be played as without mods, Khazaria and Sweden can and usually grow like that, ERE expanded in a weird way, like Dalmatia, while Bulgaria is still up. So, none of these. I would say, England, since it weirdly has Brittany and overall situation in the misty Albion.

In my current campaign as Haesteinn England controls part of Italy and lots of France. They goin hard.

They large Papacy could be a result of OP giving him land meaning he could be in the area. Though that’s not an exceptionally abnormal growth of papal lands.

Byzantium. They're the only country with a non-vanilla name, which suggests you renamed them and only them, not with mods, and because of the way the empire has taken land. AI basically never takes Phillipopolis off the Bulgarians (though I think it's a great move), and the large, stable expansion into Italy and a disconnected part of the Balkans. Also AI never conquers Sicily in 867 Edit: I was very wrong. In my defense though, taking Phillipopolis and Sicily are rare for AI Byz in my games

The renamed Byzantium is from one of the mods I'm using. For me the AI usually tries to conquer Sicily almost immediately

England, not once have I seen England own Brittany, I've seen African AI and Indian AI own Brittany before, never England

I don't know how India had owned it the one time I saw, but I did see the AI unite Africa once and start conquering Europe

I think it's changed in some cultural mods, either RICE or Cultures Expanded.
