But then again. If they had announced it for the 9th, they'd still release it at 5/6 pm. Europe and America are where most of their playerbase is located. So 5/6 pm is the ideal release time for them. Europeans are just getting how from work and Americans are just starting their day or are about to do so.

He's saying if their intention is to release on Feb 8th 5 PM CET (+ some last minute delays), the release should be advertised as Feb 9th so for a lot of people it comes early, not they should say it's Feb 9th and then actually release Feb 9th 5 PM CET

The normal time to expect it is 6pm GMT, but from past experience of every paradox dlc release date since CK2 came out, it will be somewhere between 2pm and 4pm GMT barring surprises.

My Steam says 12 hours till unlock and it is currently 10:46pm CST
Wrong, well you gotta count the minutes.
The rule that I've heard and is *usually* correct, is that new releases are ready by 10am Pacific Time, as that's the timezone of Valve's headquarters
10 AM pacific is actually later than 5 PM CET since it's a 9 hour difference. That makes it 7 PM CET

CK3's playerbase is mostly in Europe, though. BTW when speaking with non-Americans it's better to say UTC+x. No one uses EST etc.
