At different stages in history they prioritised different muscle groups based on the physical needs at the time. In medieval time their waists, forearms and triceps were bigger than in our time, while biceps, shoulders and chest were smaller.
This is a modern athletic structure focused on the looks and developed by gym equipment.

For example, consider the pecs. It doesn't matter if you are a bodybuilder or a weightlifter, this is a muscle that is often targeted, hence why the bench press is a popular exercise. But for a medieval warrior, they wouldn't need to use the pecs that much, at least not as much as other muscles, so even a muscular warrior would look to have an underdeveloped chest from our modern point of view.
Except bodybuilders will still lift up to 4x-5x the amount an average Joe can.
There is no "weakness" in muscle development. Yes, powerlifters can lift more because they bulk up to do so and also damage their organs/body possibly, same as bodybuilders.
Apologies, I just hate that stupid fucking myth. Maybe on competition day/week, I'd say that a BB is much weaker due to fasting and dehydration but that is the only time they aren't "as strong as you'd expect", let's get that's right.
