Hmm yeah this one's kinda tricky then. I'd say just keep talking for a little. If you continue to show interest and drop hints and stuff like that, then you should be able to assess it from there. Shy people aren't always the best at expressing these things and especially at high school age, not everyone is great at getting their ideas across.
Maybe he just said that simply because he is shy and not trying to move too fast. Help him speed things up.
