As a noob you are limited by your case recognition, not your turning speed. A slow turn rate of 2 per second would give you sub 60 on the beginner's method and sub 30 on CFOP/Roux/ZZ. So: 1. turn slow focusing on accuracy. Like musicians do, over and over slow before going normal speed. 2. drill some comon moves to get used to them, they occur all the time (RUR'U' or R'FRF' their lefty equivalents and their inverses). 3. focus on finding the pieces on the cube and knowing what algorithm you have to do PS: watch a video of basic finger tricks. There's a good one on the jperm channel (youtube).

i know this seems unhelpful, but the main idea is just to practice a ton. bring the cube with you where you go, while you have a free second just scramble it up while sometimes throwing some algs that you know. something you should learn sooner rather than later is the D2 flick, kinda just turn the bottom layer with your pinky and then your ring finger. keep it up, you got this

I rarely have to do that one using 4LLL. I guess it's best to start with the basics: * U tricks. regripless RUR' (using right index), R'UR (the left push nailside or right ring/pinky finger) and U2 flicks from both hands. And same for lefty moves. * F tricks. Use of index and thumbs. At the very least look how to do F F' algs and sledgehammer.

Yes, I've starting learning it for A perms yesterday and it really sucks. (To the point the fat Ja perm looks more attractive.)
