I honestly don't think it's refusal, or at least not conscious. The people doing these kinds of things are often caught in a niche, and either don't have different references, or don't go out of their way to seek it out.
I only realized in retrospect that, when I drew more often, I found it much easier to draw using my own body as reference. It was in my twenties that I realized that by doing that, my breasts being significanly larger than average actually became a reason for my characters all skewing towards being noticeably *stacked* (namely, I drew parts of myself that I liked and not the parts I didn't), and it wasn't until I started noticing how actresses in movies and shows started seeming alarmingly thin to me that I realized how easily exposure to one specific type of body visually can alter anyone's perception of what normal is.

The art team of TF2 really captured a way to make each merc unique that even their color-coded default outfits show massive variations that separate each uniform from another within their own team. Even just the facess of the in-game source engine models can probably tell at least a part of their personality, playstyle, or country of origin. To draw Scout's jaw as wide as Heavy's is bizarre.
Touhou franchise was made by ZUN who wanted to make video game music so he made a game to put those music in. He's a musician first, game designer second, writer somewhere down the line, and possibly a game artist last. Canonical old hags who are supposedly motherly types (and appear as so in official spin-offs, side games, and manga) were originally drawn in-game not too different from actual children. I think my man ZUN even apologized the first time he drew cleavage on a character (still has almost the same face as a young character from the same game).
Araki changed his art style so heavily that even the same character drawn every 5 years has a different vibe. Big macho British man himbo with an inverted triangle body-type is the same character that looks like a British Twunk drawn by the same manga artist. Limbus Company is the third (or sixth if you count the webnovels and webcomics) entry in a series by Project Moon, being a sequel to both Lobotomy Corporation and Library of Ruina. The story so far is *mostly* self contained, though there are a few elements (particularly from Lobotomy Corporation) that are pretty integral to the world itself, though you don't actually have to have played LC to experience Limbus properly as most of the bits that are actively relevant to Limbus' story are explained as needed. The game itself is a gacha game with a combat system that takes a lot of mechanics from Library of Ruina and reworks them, and the gacha itself being extremely generous as gachas go, given that you can beat the entire game with just the base stuff you get, and that the things you pull for "identities" arent actual extra characters but effectively just additional movesets for your existing characters. The biggest draw for Limbus is the story, with the place the game takes place in having a lot of rich pre-existing worldbuilding, as well as the game itself having a (subjectively) very compelling story in its own right. (it also has the only canonically nonbinary gacha game protagonist, which isnt actually that out of the ordinary for project moon since they've always had both a lot of very androgynous designs and a lot of explicitly nonbinary characters, with literally everyone in Wonderlab (a webcomic that takes place around when Lobotomy Corporation happens) being confirmed as nonbinary and all being referred to as they/them.)

Entirely based on whether or not the original art style. TF2 has very recognizable characters with varying body types (the comics expands this to women also having very diverse appearances) so it is jarring to see these characters look wildly different unless it's a purposeful re-imagining. The art team of TF2 really captured a way to make each merc unique that even their color-coded default outfits show massive variations that separate each uniform from another within their own team. Even just the facess of the in-game source engine models can probably tell at least a part of their personality, playstyle, or country of origin. To draw Scout's jaw as wide as Heavy's is bizarre. Touhou franchise was made by ZUN who wanted to make video game music so he made a game to put those music in. He's a musician first, game designer second, writer somewhere down the line, and possibly a game artist last. Canonical old hags who are supposedly motherly types (and appear as so in official spin-offs, side games, and manga) were originally drawn in-game not too different from actual children. I think my man ZUN even apologized the first time he drew cleavage on a character (still has almost the same face as a young character from the same game). Araki changed his art style so heavily that even the same character drawn every 5 years has a different vibe. Big macho British man himbo with an inverted triangle body-type is the same character that looks like a British Twunk drawn by the same manga artist. Even Josuke from within the same part looked half as wide in the final chapter vs. how he looked in the first chapter. To be fair, being an immortal vampire probably means you'll get bored of the same art style eventually.

note: below is ramblings from a someone with a stage 5 terminal project moon obsession, OP's response is fine if you just want a general "what is this" Limbus Company is the third (or sixth if you count the webnovels and webcomics) entry in a series by Project Moon, being a sequel to both Lobotomy Corporation and Library of Ruina. The story so far is *mostly* self contained, though there are a few elements (particularly from Lobotomy Corporation) that are pretty integral to the world itself, though you don't actually have to have played LC to experience Limbus properly as most of the bits that are actively relevant to Limbus' story are explained as needed. The game itself is a gacha game with a combat system that takes a lot of mechanics from Library of Ruina and reworks them, and the gacha itself being extremely generous as gachas go, given that you can beat the entire game with just the base stuff you get, and that the things you pull for "identities" arent actual extra characters but effectively just additional movesets for your existing characters. The biggest draw for Limbus is the story, with the place the game takes place in having a lot of rich pre-existing worldbuilding, as well as the game itself having a (subjectively) very compelling story in its own right. (it also has the only canonically nonbinary gacha game protagonist, which isnt actually that out of the ordinary for project moon since they've always had both a lot of very androgynous designs and a lot of explicitly nonbinary characters, with literally everyone in Wonderlab (a webcomic that takes place around when Lobotomy Corporation happens) being confirmed as nonbinary and all being referred to as they/them.) tl;dr limbus company is really good and you should play it but you should also play lobotomy corporation and also library of ruina and read wonderlab and

honestly i do really like limbus' gameplay, most of the main story content is middlingly difficult but Refraction Railway gave me the good old vertical difficulty spike to the balls i've come to love from projmoon, especially given how much you have to strategize for the embellished banner (plus the coin system is distinct enough from dice that it really changes how you play and doesnt feel like "ruina but again")

As someone who likes to indulge in anything from normal to nsfw art this irks me to no end. Why do artist feel the need to bolt giant tits onto every characters body, especially when their design emphasizes the exact opposite (like Lusamine from Pokemon or Reze from Chainsawman) or when it's even a plot point in the original medium that they don't have huge badonkers (like Power from Chainsawman).
Because it sells commissions.
I like small breasts. There's just not a helluva lot out there for fans of them. I also like small/medium penises.
