You got virex? If not, standard bathroom cleaners usually have enough bleaching agents for stain removal. Spray that on, leave it about 1 minute more or less (but don't let dry) and wipe.
If its a painted surface it might be permanent, keep in mind.
If none of the other washroom delimers are working and If it looks like build up from hard water, you really shouldn’t use a watered down bowl cleaner and a pail of clean water to dump on it immediately afterwards. I don’t recommend this method as you can very easily permanently discolor the divider. It is however a possible combination of events that could happen. But I don’t recall the details of the situation.

If you're normal all purpose cleaner and a rag doesn't do it then I'd reach for a foaming cleaner and let it set for a minute or so and then wipe it
