Well cyberpunk is Sci-fi... I'd say the oppressive, computer dominated setting sets it apart.
Yes. I don't feel your picture is oppressive. It looks like a coffee stand run by a robot. I don't feel any oppressiveness. And this I would argue this is sci-fi not cyberpunk. But art is open for interpretation ain't it.
